A staff gauge is read upward. The figure it yields is the distance from the foot of the staff up to the surface of the water, which means that before the first reading at Kaub could carry any meaning at all, the foot of that staff had to be fixed at one particular height, and somebody had to choose which height that would be. That choice was made once, and every reading taken at Kaub since has inherited it.\n\nGauging on the Rhine is older than the Kaub staff: one was built at Erfelden in 1797, on the reach between Bingen and Mannheim rather than on Kaub's. Prussia built a gauge tower at the station and opened it on 18 May 1905, with a level recorder and a large mechanical indicator. The indicator was electrified in 1951, remote transmission followed in 1967, a punched-tape recorder was added in 1973, and in the modernisation of 2011 the paper record was dropped for a second, redundant instrument beside the first. The values now leave the station for the federal hydrological data centre, and the same values can be read through ELWIS, the administration's electronic waterway information service. The instrument has been rebuilt and rewired, and the quantity it reports has stayed the same kind of quantity: a height above a fixed plane.\n\nThe station sits at Rhine-kilometre 546.23. It stands on the right bank below the Pfalz at Kaub, beside the ferry and a former pilot station. The gauge is run by the Wasserstraßen- und Schifffahrtsamt Bingen, and from 2020 by the Wasserstraßen- und Schifffahrtsamt Rhein. Kaub is the decisive gauge for navigation on the Middle Rhine. There is less water over the bed here than anywhere else on that reach, so a loaded barge working inland from the coast either clears Kaub or stops.\n\nThe administration publishes the station's record as a machine-readable file, and that file states the elevation of the gauge zero at 67.669 metres above sea level in the German height reference system NHN, in force since 1 November 2019. The zero has an address. A value with an in-force date is a value someone keeps under review, and it appears in the same file the administration uses to publish the reading itself. The English-language article on the gauging station puts the consequence in a parenthesis: the level shown at the gauge does not give the depth of the river, because the zero sits above the bed.\n\nOn 27 August 2026 Foreign Policy published an excerpt from a conversation between Cameron Abadi, a deputy editor at the magazine, and Adam Tooze, its economics columnist. The note that introduces it, under Abadi's byline, begins:\n\n> The Rhine River recently reached a depth of only 21 centimeters in the German town of Kaub—the lowest reading since Germany started keeping records at that gauge in 1880.\n\nThe numeral can be dated now. The administration that runs the gauge publishes the Kaub series through its own service, and the month around that sentence comes back as 2,976 readings at quarter-hour spacing, Central European Summer Time throughout.\n\nTwenty-one centimetres is in the file. The gauge stood at exactly that on 4 August, again on 5, 6 and 9 August, and once more at 23:00 on 19 August: thirty readings across the month, seven and a half hours in all, every one the administration's own.\n\nWhat the file does not show is the river reaching it. Twenty-one is a value the gauge passed through on the way down and touched once on the way back up. On three of the five days it touched, the river was lower before the day was out: the daily minima for 5, 6 and 9 August are seventeen, eighteen and nineteen centimetres. The low came in between, ten days before the sentence ran. At 05:45 on 17 August the gauge read five centimetres, and it read five for fourteen of the fifteen readings between then and 09:15, interrupted once by a six. That is three and a half hours at under a quarter of the figure the magazine gave as the lowest. On 27 August, the day the sentence ran, the gauge at Kaub stood between fifty-seven and sixty-four centimetres.\n\nSo the sentence names the right river and the right gauge, and the numeral it carries is a real reading with dates behind it. Two other things in it do not survive the file. It gives that figure as a depth of water, and the station publishes a height above a chosen plane. What the numeral loses on the way out of the measuring system is the plane it was measured from, and the loss is hard to see, because the figure still reads as a measurement of the river. It also gives the figure as the lowest reading at that gauge, when the same series had already been down to five.\n\nThe same substitution had appeared earlier that month in a publication written for people who move the freight. On 12 August 2026 The Loadstar reported that sources on the waterway described the Kaub gauge as \"measuring around 11cm of depth\", and said that at that figure the river was closed to container barges in practice. The barge owner quoted further down the same article was speaking on the record about the capacity those vessels could still offer. Both publications printed the word, one for a general readership and one for a professional one, attached in each case to a numeral that shows no sign of what it is a height above.\n\nTwo more of the sentence's terms can be checked against documents that were published before it ran. The first is the quantity. The administration's own constants convert a reading at Kaub into the depth assured across the maintained reach, which is a figure under a convention the administration revises, and they do it to the centimetre. The second is the year the sentence supplies for the start of the record at that gauge, which the station's own file of extreme values can be asked about directly. Both answers are already in print. Every constant they turn on carries the date it came into force.\n\n## Everything is published, with dates\n\nTwo of those constants come from different bodies, and a reading at Kaub means nothing in the fairway without both. The waterway administration states that at the equivalent water level the fairway runs 1.90 metres deep throughout the reach from Budenheim, at Rhine-kilometre 508, to St. Goar, at Rhine-kilometre 557; the gauge file carries the same quantity as TuGlW, 190 centimetres, in force since 1 January 2004. The Central Commission for the Navigation of the Rhine fixes the other. Its 2022 resolution set the equivalent water level at Kaub, GlW, at 77 centimetres with effect from 1 January 2023, and defined it as the level reached along the Rhine at an equivalent low discharge undercut for twenty ice-free days in the long-term mean.\n\nTake the second away from the first and the difference is 1.13 metres, which is what stands in the fairway when the gauge reads zero. English Wikipedia publishes that conversion in the administration's own form, sourced to ELWIS: \"a gauge level of 60 cm corresponds to an actual navigation depth of 0.60 + 1.90 - 0.77 = 1.73 m\". The 60 centimetres is illustrative.\n\nTwo dated readings from August 2026 run through the same three terms. The five centimetres of 17 August is the first. German Wikipedia converts it in one sentence, citing ELWIS: „Bei Pegel 0 cm wären noch 1,13 m in der Fahrrinne, die 5 cm vom 17. August 2026 entsprachen dort also 1,18 m.\" Translated: at a gauge level of 0 cm there would still be 1.13 m in the fairway, so the 5 cm of 17 August 2026 corresponded there to 1.18 m. Set out in full, 0.05 + 1.90 − 0.77 = 1.18 m.\n\nThree days before that reading, a second outlet ran the same arithmetic. Quarks, in a data analysis by Marie Eickhoff published on 19 August 2026, reported that the Rhine at Kaub dropped below ten centimetres on 14 August, and characterised that reading as lower than it had ever been, against a previous record of 25 centimetres in the drought summer of 2018. That characterisation is a claim about the record, and the administration's own file answers it a few paragraphs below. Quarks then worked out, independently, that a reading of around ten centimetres still left about 1.23 metres in the dredged channel. 0.10 + 1.90 − 0.77 = 1.23 m. Foreign Policy printed its numeral without the conversion. Twenty-one centimetres at the gauge gives 0.21 + 1.90 − 0.77 = 1.34 m in the fairway.\n\nELWIS runs the same construction at Köln with different numbers: GlW 2022 there is 1.39 metres at the gauge, a fairway depth of 2.50 metres is assigned to that gauge value, and available fairway depth is worked out as the current Köln gauge reading plus 1.11 metres, less any shortfall notified to shipping.\n\nELWIS attaches one warning to all of it, in the administration's own words: fairway depth is not loading depth, and a safety margin that depends on vessel type, build, speed, cargo and direction of travel has to be kept when the permissible draught is set.\n\nBecause every constant carries an in-force date, the suggestion that the numbers were quietly redefined can be checked. The stated elevation of the gauge zero did change. The value in force from 1 November 2019 is 67.669 metres above sea level in the German height reference system, and that date sits in the same file as the reading. The file also settles what the change was worth. The elevation is stated in NHN, the German height reference system named in the same line, and a stated elevation changes when the system it is stated in changes, without anything moving at the station. A gauge zero moved on the staff would be a different matter: it would oblige the administration to restate every extreme measured from the old one. It restated nothing. In the same block and the same unit the file carries a highest flood level of 825 centimetres on 5 January 1883 and a lowest low water of 25 centimetres on 22 October 2018, with no break in the series and no flag at the 2019 date. The comparison between the 2026 readings and the mark set in 2018 survives the datum change.\n\nThe equivalent water level changed as well, on a published schedule. The Central Commission's 2022 resolution repealed the GlW 2012 value with effect from 31 December 2022 and installed GlW 2022 until 31 December 2031. At Kaub the figure moved from 78 centimetres to 77, following an equivalent discharge re-estimated from a hundred-year series and falling from 784 to 773 cubic metres per second. None of it reaches the gauge reading; it enters one term along, in the derived depth. The effect on the record comparison is zero, and the effect on a converted depth is one centimetre.\n\nThe year is the one thing the file cannot settle. It carries a highest flood level and a lowest low water and no start year at all; the oldest dated extreme in it, the flood of 8.25 metres on 5 January 1883, falls after 1880 and cannot fix a start year by itself. The Commission does not publish one either, and neither encyclopaedia puts the beginning of record-keeping at that gauge in 1880. Nothing published stands behind the date the sentence gives.\n\nUnsupported is not the same as false, and the difference matters, because the date on the other side is thinner than it looks. The 1856 first reading rests on one page, the German Wikipedia entry for the gauge, which still prints a gauge zero in a height system replaced in 2019. No administration file carries 1856, and no Commission document does. A year opposed by a single source that is demonstrably stale on a neighbouring value is not a demolition. Nor has anyone ruled out a reading under which 1880 marks the start of a continuous official series rather than the first staff reading at Kaub. Germany did not exist as a state until 1871, and an imperial series formally beginning in 1880 is not an absurd thing for the phrase to mean. A start date is among the easiest things in a sentence to inherit, because nothing marks it as a separate claim and it cannot be checked without opening the file.\n\nTwenty-five centimetres on 22 October 2018 is still what the administration carries as the lowest low water at Kaub, and the file shows no new record. English Wikipedia carries the same figure, notes that some sources give 0.24 m, and states that the 0.05 m reading on 17 August 2026 has not yet made it into the record. The reading is lower. The record has not been restated.\n\nBernhard Mott is a hydrologist at the Wasserstraßen- und Schifffahrtsverwaltung des Bundes, the federal administration that publishes the file. Quarks quotes him on the year the shift became visible from inside the service: „2018 war ein Meilenstein, da ging das los. Das war wie so ein Aufwachen.\" Translated: 2018 was a milestone, that was when it started. That was like a kind of waking up. The article places it in a passage about companies that never came back after that drought summer.\n\nThe converted number is worth something specific in cargo. English Wikipedia, on figures from a 2017 Contargo report, gives the load of a large 135-metre container vessel falling to 50 per cent at a gauge level of 135 centimetres, to 25 per cent at 75 centimetres and to 16 per cent at 55 centimetres. A barge owner told The Loadstar on 12 August 2026: \"Mid-size container barges, those offering capacity of around 300 teu, are now only able to offer roughly 20% of their capacity, so 60 teu, but the larger barges, those with 400 teu of space, can no longer use the Rhine.\" Foreign Policy puts them at \"just a fifth of their full capacity\". Surcharges track the gauge. MSC set €1,350 per TEU for the Kaub section and €895 per TEU at Köln, reported on 12 August 2026 by The Loadstar; Hapag-Lloyd charges €1,075 for a twenty-foot container and €1,280 for a forty-foot container while Kaub is under 40 centimetres, reported on 13 August 2026 by Freight Academy. Freight on German inland waterways fell from 223 to 172 million tonnes between 2017 and 2025, a decline of 23 per cent, on federal statistical office figures.\n\nFour economists keyed a macroeconomic estimate to the same gauge. In a box in the Kiel Institute's quarterly report for the fourth quarter of 2018, Martin Ademmer, Nils Jannsen, Stefan Kooths and Saskia Mösle put the cost of one additional low-water day at 0.760 per cent of the month's inland waterway freight volume, with a standard error of 0.083. A month recorded as low water throughout came in a good 20 per cent below a preceding month without it. Around 80 per cent of German inland waterway freight moves on the Rhine; inland vessels carried just under 6 per cent of German freight tonnage in 2017. The Kiel authors counted their low-water days at Kaub against a threshold of 78 centimetres, which is the GlW 2012 value, repealed with effect from 31 December 2022, which does not damage the estimate, since 78 was in force when they made it. Re-running that day count on the convention in force today means knowing which equivalent water level applied in which year, and the published estimate does not carry that. A second authority, in a second basin, keeps the same kind of value under review, and states it under a plane of its own.\n\n## Eighty-four point one feet above a plane called Precise Level Datum\n\nThe second authority restates it in a document about dredging spoil. A Panama Canal Authority market research announcement for deepening the navigation channel, with replies due by 15 November 2023, proposes work \"from the current base navigation channel elevation of 9.14 m (30.0 ft) PLD to elevation 7.62 m (25.0 ft) PLD, with an overdredge of 0.61 m (2.0 ft.)\", and sets out the assumption its volumes were estimated under: \"All dredging will include the specified elevation at Precise Level Datum (PLD) plus an additional 0.61 m (2.0 ft) of overdredging.\" The purpose is to increase the draft available to Neopanamax vessels when the Gatun Lake level is lower than EL 25.91 m (85.0 ft).\n\nThat is a lake level written the way the Authority writes elevations, in feet above a named plane. The daily indicator sheet writes it differently. For 2 September 2026 the sheet gives an Official Gatun Water Level of 84.1 ft, and the observed official levels for the seven days ending 1 September run 83.9, 83.8, 83.8, 83.8, 84.1, 84.1 and 84.1 feet. The quantity is called a water level throughout and never a depth. The name of the plane does not appear on the sheet at all.\n\nSet the Authority's two documents side by side. Its procurement paper puts the deepening work behind a lake level lower than 85.0 feet, and every one of the seven observed levels on the sheet, 83.9 through 84.1, is under it. A reader holding the sheet alone cannot line the two up, because the threshold is stated at a plane and the sheet names none.\n\nA freight report added one. TrasportoEuropa records Lake Gatún at 84.1 feet on 21 August 2026, \"about 25.63 metres above sea level\". The metres are the feet converted, at 84.1 × 0.3048 = 25.63, and the trade paper supplied the reference surface itself. English Wikipedia gives the lake as approximately 26 m (85 ft) above sea level, a statement about a different reference surface, while the Authority states its own elevations at Precise Level Datum. Both conventions put this lake near 85 feet. The substitution costs a reader nothing in magnitude, which is part of why it passes. A reader given metres above sea level has no way to set the figure against the Authority's own 85.0-foot trigger, which is stated at Precise Level Datum.\n\nThe drafts hang off that lake level. Advisory to Shipping A-22-2026, of 1 July 2026, over the signature of Boris Moreno Vásquez, Vice President for Operations, set the maximum authorised draft in the Neopanamax locks at 14.94 metres, 49.0 feet in tropical fresh water, citing \"the potential development of an El Niño phenomenon over the watershed in the upcoming months\". A-25-2026 took it to 48.0 feet and then 47.5, on dates a later release superseded before either arrived, along with that advisory's assurance that \"no reduction in available transit slots is being implemented at this time\". Carriers priced the restriction in turn, and Future Forwarding, collecting three of their schedules, found no common formula between them: the same box on the same run can attract quite different charges. Every one of those figures is set against a lake level the Authority publishes daily without its plane.\n\nThe Authority set its own deepening work behind 85.0 feet at Precise Level Datum, and it prints 84.1 feet every day on a sheet that names no plane, so the one comparison its own documents invite cannot be made from the document it publishes daily. By the time the number reached a freight desk, a plane had been supplied that the Authority does not use.\n\n## Somebody chooses it, and keeps choosing it\n\nThe obvious reply is that none of this deceives anyone who matters, and the profession has put that case better than any outsider would. German hydrometry draws the distinction formally. The standard reference entry on the Pegel states that only the Pegelstand is measured at the gauge, and that the Wasserstand, the water height for a representative reach of the river, is derived from it. The Bund/Länder-Arbeitsgemeinschaft Wasser fixes the exact definition for Germany in its Pegelvorschrift, and the field working under it is not confused.\n\nThe same entry states the rule without hedging: a water level in Germany is always given in centimetres at the gauge and \"darf nicht verwechselt werden mit der Wassertiefe\", must not be confused with the water depth. It also explains where a zero comes from. The Pegelnullpunkt is fixed as far above the bed as possible, but below the lowest level measured over a long period, so that low water never produces a negative number.\n\nThe administration publishes the conversion openly and attaches to it the warning that fairway depth is not loading depth. The number is not a constant of nature either. The CCNR's reflection paper \"Act now!\", edition 3.0 of 27 October 2023, treats the assured depth as an engineering variable: Germany has accelerated the project Abladeoptimierung Mittelrhein to raise the guaranteed fairway depth by 20 centimetres, from 1.90 m to 2.10 m at the equivalent water level. English Wikipedia puts the work at six bottlenecks over a 49-kilometre reach between Budenheim and St. Goar, targeted for 2033 at 225 million euro. The assured depth is set by a public project with a date and a cost attached to it.\n\nQuarks put it plainly, five days after the August low: \"Ein Pegelstand ist keine Wassertiefe\", a gauge reading is not a water depth, because measurement runs from a historically fixed zero point that in places lies well above the river bed. The strongest form of the objection has nothing to do with vocabulary. At the low-water workshop the CCNR held in Bonn on 26 November 2019, reported in the commission's release of 18 December, Jörg Uwe Belz, a researcher at the Bundesanstalt für Gewässerkunde in Koblenz and a representative of the International Commission for the Hydrology of the Rhine Basin, told the room that a low-water period like 2018 is nothing unusual for a river with the Rhine's dynamic regime, and that over the last 200 years there were 15 years in which navigation, measured against today's infrastructure requirements, would have been impeded on at least as many days, five of them more pronounced. \"Diese 15 Jahre liegen jedoch alle vor 1972\": all 15 of those years fall before 1972. Michael Heinz of the Generaldirektion Wasserstraßen und Schifffahrt argued in the same session that the Rhine is a hydrologically relatively balanced river by world standards and should not be talked down.\n\nThe federal institute printed the question itself. The BfG's retrospective on the 2018 low water, dated February 2019, lists two headings in its contents: \"Niedrigster Pegelstand der letzten Jahre? Neuer Rekord?\" and \"Tiefere Pegelstände bedeuten nicht immer niedrigere Wassermengen\", lower gauge readings do not always mean smaller quantities of water. Under the first of those, the institute records that new record low gauge readings were reached at various stations, and then rules on them: those records have little explanatory value, because a river bed can change substantially over the decades, and the more objective quantity for statements about low water is the volume flowing past. The 2018 discharges were extremely low and set no records, reaching or slightly undercutting the values of 2003.\n\nInside the WSV and the CCNR the number does travel with its plane, with the date that plane came into force, and with the reach it applies to. The Panama sheet shows where that stops. The Authority states its elevations at Precise Level Datum in a procurement paper and prints its lake level daily with no plane named, so the stripping starts inside the institution that owns the number, in its own routine publication, before any reporter opens the page.\n\nNone of the four is a property of any particular writer. A magazine sentence turned a height into a depth and supplied a start date for the record. The same word appeared in a trade publication whose readers book barge space for a living. A freight report took 84.1 feet and added a reference plane that does not appear on the canal authority's own daily sheet. The fourth can be checked by anyone. The German Wikipedia entry for the Kaub gauge still prints, in its data block, \"Pegelnullpunkt: 67,66 m ü. NN (seit 1. Januar 1951)\". The WSV file gives 67.669 m ü. NHN, valid from 1 November 2019, and the English entry carries it. Both entries were read on 2 September 2026. One of them is publishing a value in a superseded height system, dated to 1951 and nine millimetres from the figure the administration itself publishes today, and nothing on the page looks wrong. The stale entry is printed to two decimals, so some of that gap is the rendering rather than the change of height system.\n\nSurcharge schedules are set from the gauge, and a barge with room for 300 TEU carries sixty, and every one of those numbers was read correctly inside the system that produced it. The cost lands on two checks that a reader outside it is then unable to run. A reader holding the daily Gatún sheet cannot set 84.1 feet against the Authority's own 85.0-foot deepening trigger, because only one of the two figures carries its plane. A reader handed twenty-one centimetres as a depth cannot run it through the administration's three terms to the 1.34 metres it leaves in the fairway, because the sentence has already spent the height.\n\nBelz is right, and the concession stands. If the historical framing is contestable among the people who hold the series, and if the federal institute prints \"Neuer Rekord?\" with a question mark and then answers that gauge records carry little explanatory value because the bed moves, then a sentence that converts a height into a depth and assigns the record a start year is doing something worse than dramatising a settled fact. It supplies invented precision to an open one.\n\nThe plane also keeps being chosen. The CCNR has determined the equivalent water level in 1908, 1923, 1932, 1946, 1952, 1962, 1972, 1982, 1992, 2002, 2012 and 2022, and the next determination begins in 2030. Behind that series lies an older one. The first average minimum water level was fixed under CCNR auspices between 1839 and 1848, and in 1849 the commission ran an inspection voyage from Basel to the sea to establish what the water depth was and what it needed to be. Article 31 of the Mannheim Convention still requires engineers delegated by the riparian governments to survey the river from time to time and report the results. The zero on the staff was drawn once, and a treaty organ has been re-choosing the second plane, the one the guaranteed depth is measured under, on a roughly ten-year cycle ever since.\n\nThe gauge was read again. The WSV's file records 53 centimetres at 21:45 Central European Summer Time on 2 September 2026, and the arithmetic the administration publishes gives 0.53 + 1.90 − 0.77 = 1.66 metres in the fairway between Budenheim and St. Goar.\n\nFifteen minutes earlier the same file had recorded a quantity of a different kind. A discharge is not a height above anything, so it carries no plane to be dropped on the way out, and a bed that silts up or scours out under a gauge changes what a height means without changing how much water goes past. That is why the federal institute calls it the more objective one. Every threshold in this piece is keyed to the height instead: the surcharges, the load factors, the Kiel low-water days, the guaranteed depth, the equivalent water level. The quantity nothing is keyed to, at 21:30 on 2 September 2026, was 664 cubic metres per second.\n\n---\n\n## Sources\n\nTwenty-seven distinct sources. Entries 1 to 26 were captured and read on 2 September 2026; entry 27, the gauge measurement series, was retrieved on 3 September 2026. Primary hydrological, waterway-administration, treaty-commission and canal-authority documents are the factual foundation; encyclopaedia entries are used for published conversions and for one of the four exhibits; news and trade reporting is supporting material.
